China Accelerates Efforts to Establish Emerging Pillar Industries Including Aerospace

At a State Council Information Office press conference held on August 26th, focused on the "15th Five-Year Plan" initial phase, authorities outlined fresh measures to rapidly expand the scale of emerging industries. The Ministry of Industry and Information Technology (MIIT) will implement a special action plan aimed at fostering new momentum by bolstering the growth of industrial emerging sectors.

Specific focus will be placed on accelerating the development of key pillar industries, including integrated circuits, aerospace, biomedicine, low-altitude economy, new-type energy storage, and intelligent robots.

Where to begin

According to Yao Jun, Director of the Planning Department at MIIT, the strategy will prioritize technological breakthroughs. This involves deepening the implementation of major technical equipment research projects and industrial foundation re-engineering initiatives. The plan targets strategic areas and weak links in the industrial chain to address shortcomings, enhance strengths, and consolidate foundations. Unconventional measures will be adopted to achieve decisive progress in core technologies across critical fields such as integrated circuits, industrial machine tools, high-end instruments, foundational and industrial software, advanced materials, and bio-manufacturing.

Simultaneously, the ministry will strengthen the construction of industrial platforms, promoting the growth of key parks and enterprises within these emerging sectors.

Why only 10 ASX 200 shares?

MIIT will establish national demonstration bases for emerging industry development. These bases will concentrate on key areas like next-generation information technology, new energy, new materials, intelligent connected new-energy vehicles, robotics, biomedicine, high-end equipment, and aerospace. The goal is to create benchmarks that lead the development of these sectors.

Yao Jun stated, "By 2035, we aim to cultivate approximately 100 demonstration parks that play a radiating and leading role in industrial cluster development, collaborative innovation, ecological optimization, and governance improvement. We also target 1,000 demonstration enterprises that lead in product development, technological innovation, business model innovation, and management efficiency."

Driving industrial growth

During the "15th Five-Year Plan" period, MIIT will initiate large-scale application demonstrations for new manufacturing technologies, products, and scenarios. This includes accelerating the deployment of major application scenarios like "5G+", "Artificial Intelligence+", "Robot+", "Industrial Internet+", and "Beidou+". The ministry will improve mechanisms for selecting landmark projects, publishing lists of new technologies and products, and facilitating supply-demand matching. This integrated approach aims to test and iterate innovations in real-world settings, promoting industrial application and large-scale adoption.

Resource allocation towards emerging industries is set to accelerate. Yao Jun mentioned that MIIT will promote the new industry standardization project, implement special programs for the integration of technology, industry, and finance, and establish national excellence engineer practice bases. These efforts are intended to create a robust support system for standards, finance, and talent that aligns with the growth of emerging industries.

Future sectors

In terms of forward-looking industrial planning, the ministry will drive the development of future sectors including quantum technology, bio-manufacturing, hydrogen energy, nuclear fusion, brain-computer interfaces, embodied intelligence, and sixth-generation mobile communications (6G). These are expected to become new economic growth points.

Li Yiming, Deputy Director of the Future Industry Research Center at the China Center for Information Industry Development, explained that the disruptive nature of future industries lies in reshaping the industrial landscape. "This will create new industry segments and restructure supply chains. Driven by landmark products and large-scale replicable scenarios, we will see a shift from point breakthroughs to chain-level leaps." He noted that in quantum technology, for instance, upstream components like measurement and control equipment, cryogenic systems, and quantum chips would see initial growth, while downstream applications in financial modeling and drug discovery would expand rapidly.
